The Integrated Personal Commissioning (IPC) programme will create individualised budgets for people with long term conditions, who will be able to direct how and where the money is spent. Funding for the individualised budgets will come from NHS England, Clinical Commissioning Groups and local authorities. Access to GPs and hospital care would still be free at the point of use.
